The new traffic rules violation tracking system that is being introduced by the European Union will not mind the non-European drivers that drive their cars in the EU countries.

The law project, that has been presented at the press-conference by the assistant of the European Committee, Jacques Barraud, and approved by the executives of the EU, can become functional only after two years.

The law is targeted against the drivers out of EU-countries that are violating the traffic rules in the other countries of the Union. The idea is to create a central European server that would recognize the vehicle identification numbers of any of the European countries and send the violation protocols to the registration address of the car.

Nowadays there are already agreements between some of the EU countries. For example, the Belgian driver will receive fines for speed limit violations, performed in the Netherlands, but the drivers from France and Germany will not receive anything.

Now, the radar that has registered the violation sends the photo to the national server that recognizes "local" vehicle numbers and throws out the foreign ones.

The German driver that ran with the speed of 200 kilometers per hour along the "autopista" in Spain will remain unpunished (if he does not get caught by the road patrol), and a Spaniard will pay a couple of hundreds euro fine and loose his drivers license for some time for the same race.

The flow of the foreign cars makes up about 5% of the European Union countries' traffic. But among the registered violators - 15% are the foreigners, and in the small Luxembourg this indicator makes up to 30%. Often, foreign vehicles, racing at a high speed along the leftmost lane are causing envious glances of the locals.

The central European server will exclude this injustice and will increase the responsibility for the violations. But only in the EU. What about the cars that are registered outside of the Union - the situation will remain the same.
On the roads of the Western Europe, where the traffic is controlled automatically, there are not so many cars that are registered outside of the EU. But the Finnish and Estonian police officers will have to struggle with the Russian violators with the traditional method - an officer and the radar, what creates additional problems. Brussels insists that all the new European Union members have prohibited the direct cash fine collection even from the foreigners.
The speed limit violation, ignorance of the traffic lights, drunk driving and unfastened seat belt - are the reasons of the 75% of the deaths in the accidents. 54 thousands of people have died on the EU roads in 2001. Brussels has made a goal in that year - to half this amount by 2010. And in some countries the progress is evident - for example in France, but in the whole EU it is not really admiring - 43 thousands of people died in the accidents in 2007. "That is if in Europe 5 average passenger flights would crash every week",- says the European Commission Report.
