New border crossing rules in USA |
The first results of the functioning of the new system are being analyzed in the USA. It controls all airline passengers, entering and leaving the country. Now they scan not only the two pointing fingers of the both hands as it was before, but all 10 fingers. The last airport that has introduced the new system was the JFK in New-York.
90 million of the fingerprints are collected in the database of the border control department of the USA. Analyzing such data volumes, the computer systems alarms when the fingerprints of different people seem to be similar. In such cases the passenger gets detained.
In San-Diego and New-York there are specialists on duty round the clock, that analyze the fingerprints. If the officer confirms the alarm of the computer, the guest can be suspected in a fraudulent activity. If not - the passenger will be asked for pardon and let go.
Robert Mockney, the Director of Entry-Exit Program: "If we check all 10 fingers, we get much more information. Such system makes much less errors. The passenger will not be detained in vain."
The new fingerprint scanner costs 30 thousand dollars. But it reduces the costs for the work of highly-skilled personnel.
The immigration departments of the USA will collect five times more biometric data from each passenger, however they guarantee that the border crossing process will not be longer even for a second.
The biometric data is being collected from every foreign person entering USA in the age of 14-79 years. The collaboratives of the special services tell that this is the way they protect their country and the guests from the frauds.
Hayward Ward, the director of the operative center of the border control in the Kennedy International Airport: "We call it "steal other's personality". Such crime is not a rare thing in the world. If the guest of our country has lost his documents, the procedure of the fingerprinting will help him. No one can use the American visa, except the owner."
Last week in this terminal one of the passengers has quite confident handed his passport and visa to the officers. The documents were okay. And only the fingerprints have shown that he is not the person that was stated in the documents.
Robert Mockney, the Director of Entry-Exit Program: "He has used the passport and the name of his brother-twin. The passenger has been earlier arrested in America for a serious robbery and was trying to get to USA again".
The old control system will be replaced gradually in several months. The news security measures do not frighten the tourists. In the last year more than 58 million of tourists have visited USA and this is much more than before the terror of the 11-th of September 2001. |
