Hookah smoking in public places is forbidden in the UAE.

Smoking the hookah in public places, including parks and quays, has been forbidden on the territory of Ras Al Khaimah Emirate, one of the administrative districts of the UAE. The hookah will be allowed in coffee houses that will have the appropriate license.

The drastic measures are provoked by the fact that the municipal officials receive many complaints from the population that are indignant at the wide spread of tobacco smoking in the city. The violator of the prohibition will be punished materially. The rates of the fines are unknown yet.

The hookah, a pipe with the water filter and a long supple chibouk, is traditionally very popular in the Arab world and some other Muslim countries. Its Arab name has the Persian origin and once denoted a small pot, where oriental women kept their jewelry and incenses.

Special tobacco (usually aromatized) is used in the hookah, and various non-alcoholic and alcoholic drinks are often used instead of water as a cooler.

Mu’ essel is considered to be the most popular tobacco. It differs from cigarette or any other tobacco. Very strong black tobacco is used for its production. It undergoes a very complicated processing in order to become hookah tobacco. It is repeatedly soaked, dipped; fruit shavings, honey, treacle, aromatic oils are added.

The secret of the preparation consists exactly in the succession of the stowing and the precise dosage of the ingredients. Tobacco, which is like nothing else and is fit for nothing but hookah, is obtained. On average, it consists of 30 % of tobacco, 50 % of treacle and 20 % of fruit and spicery. Hookah tobacco must be moist.

Sometimes it is not merely moist, but so wet that juice oozes out of it. Outwardly good hookah tobacco looks like jam – big tobacco leaves, semitransparent and sticky, are pasted to one another in one solid mass.

The hookah rapidly spreads all over the world recently – simultaneously with the growth of tourism. Thus, according to the observations of the representatives of the Polish tourist firms, every tenth tourist that returns from Egypt brings this smoking device along with other souvenirs with him as well.
